STANDING RULES FOR 2004
1. A Lifetime, Paid-up C.A.R.B. Membership can be given to a C.A.R.B. member in good standing who has given their time, interest, and dedicated service promoting the continuance of C.A.R.B. A member in good standing shall give nominees for the presentation to the President, in writing. Upon receipt of the nomination, the President shall present it to the Board of Directors for a vote of approval. Upon approval of the Board, the Lifetime Award nomination shall be presented to the membership for a vote of approval.
2. Lifetime Members as of January 2004 .

3. C.A.R.B. Night Presentations .
a. Presentation of a plaque for randomly selected finish for one heat race in each class.
b. Moneys paid out for feature races in each class will be $15.00 to all C.A.R.B. Member drivers starting the ”A” feature race.
4. Delegates to the N.A.A.R.F. Annual Meeting .
a. C.A.R.B. President shall be first delegate should she/he be able to attend.
b. One other delegate and two alternates nominated by membership.
c. Ceramic car shall be sent to N.A.A.R.F. for a door prize for the national convention.
d. N.A.A.R.F. dues are to be paid annually.
5. Private Awards Presented at the Annual Banquet .
a. Woman of the Year (Anonymous)
b. Any C.A.R.B. supported track Trophies and Awards.
c. Any additional awards to be presented must be voted on by the Board.
d. Any awards ordered through C.A.R.B. must be paid for in advance before the banquet .
6. Tom Wilson Media Person of the Year Award: This award is presented to a local, regional, or national person for their constant contribution to the betterment and promotion of circle track racing and its members and who continuously promotes racing in the Kansas City area in a positive and informative way. The general membership shall nominate and vote on this award.
7. Club Expenditures .
a. Expenditures, up to and including $150.00, require only Board approval. Expenditures over $150.00 require General Membership approval.
b. In the event of the death of a member in good standing of C.A.R.B., or a member of their immediate family, the Club will send a Floral Offering .
1. Immediate family shall be defined as Parents, Spouse, Children, and Siblings.
2. Floral offerings shall be paid from the Benevolent Fund.
c. For every free membership, $2 will be transferred from the General Fund to the Benevolent Fund.
8. Benevolent Fund Expenditures .
The definition of "Benevolent" as found in Webster's New Collegiate Dictionary, 1977 edition, is as follows: (a) marked by or disposed to doing good; (b) organized for the purpose of doing good; (c) marked by or suggestive of good will.
a. In case of injury to a participating driver at a C.A.R.B. supported track, who is incapacitated for at least one week, the Treasurer shall pay said driver an initial sum of $100 per incapacitation per week up to 3 weeks. If the injured driver is incapacitated for a period of three months or more, the sum of $500 shall be paid to said driver by the Treasurer. If a driver is killed in competition then $500.00 shall be paid to the driver's immediate family .
b. Any driver who is a member of C.A.R.B., or drives at a C.A.R.B. supported track, who is injured while racing at any track and is incapacitated as stated in 8a, shall receive the same benefits as stated in 8a.
9. The Treasurer will be furnished with a petty cash fund not to exceed $200 for C.A.R.B.'s business functions.
10. Tracks located beyond a fifty-mile radius of Kansas City, Missouri, City Hall, must be approved by the membership on a year-to-year basis.
11. Any new tracks that wish to be supported by C.A.R.B. must first make their proposal to the Board of Directors and have Board approval.
12. The incoming President may appoint a Chairperson for Hospitality, Chaplain, Photographer and Publicist, if so desired.
13. In addition to the Treasurer and President, the Secretary may sign checks.
14. An election committee shall be formed and shall consist of the membership secretary, a sergeant-at-arms, and three members to be appointed by the President. The Election Committee is responsible for seeing that the election is conducted in an orderly manner. The election for officers and board members will be conducted from three hours before the start of the December General Membership Meeting until 15 minutes after the start of the meeting. The member voting shall place his or her completed ballot in a sealed box. At the completion of voting the election committee shall verify the number of ballots to those signed in to vote. The President shall assign three members who were not running for election to tabulate the vote. The secretary shall supply a tally sheet, which shall be completed by the ballot tabulation committee. The tabulation committee shall record the number of votes on the tally sheet and give it and the ballots to the President. The President shall announce to the membership the number of votes cast and who has been elected for office and the board. Each tabulating member shall sign the tally sheet and the tally sheet shall be attached to the minutes of the meeting. The secretary shall retain the ballots until the officers and board members are installed in office.
15. The Central Auto Racing Boosters will establish a Hall of Fame of Kansas City with the following rules:
Who May Nominate: Any C.A.R.B. Member in good standing may submit a name for consideration as a Hall of Fame Candidate. Non- members must pay a yearly $10 membership fee in order to submit a nomination.
Criteria and Qualifications:
Names for nominations may cover all of racing in the Kansas City area.
Anyone – Driver, Track Employee, Track Owner, Car Builder, Engine Builder, Car Owner, Mechanic, Crew Chief, Pit Crew, Former or Current C.A.R.B. Member, Individual Sponsor, Media Person, Fan – anyone who has contributed to the advancement of Circle or Figure 8 Track Racing in the State of Missouri or Kansas can be nominated. Anyone from this area who has contributed to the advancement of Circle Track Racing in other areas of the Country may also be nominated.
Candidates from all Racing Divisions and Touring Divisions are encouraged to submit a Nomination/Accomplishment Form.
Five (5) Members will be inducted into the Central Auto Racing Boosters Hall of Fame of Kansas City each year, with the first year (2004) to include Inductees not to exceed fifteen (15), based on the quality of the Nomination/Accomplishment Forms and the finances to support more than five (5) members.
Each Inductee to the Central Auto racing Boosters Hall of Fame of Kansas City will be presented an Award at the yearly C.A.R.B. March Hall of Fame Award Dinner.
Recipients, or those re3presenting the Recipient posthumously, should be able to attend the C.A.R.B. Hall of Fame Award Dinner in March.
Recipients, or their representatives, not able to attend the Hall of Fame Award Dinner will have the award made in their absence.
All selections by the Central Auto Racing Boosters Hall of Fame of Kansas City selection Committee shall be final.
The completed nomination/accomplishment forms must be submitted in triplicate (3) to the current C.A.R.B. Secretary by the deadline of January 15, 2004.
